It requires the existence of organized systems that enable the systematic monitoring, evaluation and improvement of the care provided.<\/p><p>According to the Avedis Donabedian framework, quality in health services is assessed through the structure, processes and outcomes of care. Modern approaches by WHO, OECD and ISQua incorporate additional dimensions such as patient safety, patient experience, effectiveness, efficiency, equity and person-centered care.<\/p><p>The Euro-Mediterranean Institute supports health organizations in developing integrated Quality Assurance Systems that enable the transition from fragmented quality actions to a coherent and sustainable model of continuous improvement.<\/p><p>A comprehensive Quality Assurance System allows an organization to:<\/p><ul><li>Systematically monitor the quality and safety of provided services.<\/li><li>Measure clinical outcomes and performance indicators.<\/li><li>Identify risks and improvement opportunities early.<\/li><li>Strengthen the engagement of health professionals in improving care.<\/li><li>Develop a culture of learning and organizational accountability.<\/li><li>Support strategic and operational decision-making based on data.<\/li><\/ul><p>The development of the system is based on international principles of quality and clinical governance and includes:<\/p><ul><li>Organizational maturity analysis.<\/li><li>Development of quality and patient safety policies.<\/li><li>Design of clinical governance frameworks.<\/li><li>Development of quality, effectiveness and safety indicators.<\/li><li>Incident reporting and investigation systems.<\/li><li>Clinical Audits and Peer Reviews.<\/li><li>Risk management systems.<\/li><li>Feedback mechanisms from patients and health professionals.<\/li><li>PREMs and PROMs
