Modern approaches to clinical governance and health services management rely increasingly on the systematic monitoring of indicators that reflect quality, safety, effectiveness, efficiency, and patient experience.<\/p><p>International organizations such as the World Health Organization (WHO), the OECD, the European Commission, and ISQua recognize that the development of reliable and comparable indicators is a key tool for evaluating health services and making evidence-based decisions at the policy, administrative, and clinical practice levels.<\/p><p>The Euro-Mediterranean Institute supports health organizations, national authorities, and public health agencies in developing comprehensive frameworks of quality and effectiveness indicators tailored to the needs and strategic objectives of each organization.<\/p><p>The development of these indicators is based on international standards, scientific evidence, and best practices, ensuring that the information produced is reliable, comparable, and usable for decision-making and continuous improvement.<\/p><p>An effective system of indicators enables organizations to transition from experience-based management to management based on data and evidence-based results.<\/p><p>The development of quality and effectiveness indicators contributes to:<\/p><ul><li>Monitoring the quality and safety of services.<\/li><li>Evaluating clinical effectiveness and treatment outcomes.<\/li><li>Supporting strategic and operational decision-making.<\/li><li>Identifying deviations and opportunities for improvement.<\/li><li>Enhancing transparency and accountability.<\/li><li>Conducting benchmarking between organizations and units.<\/li><li>Evaluating the impact of interventions and reforms.<\/li><\/ul><p>The Institute has experience in developing national frameworks for indicators, quality monitoring systems, patient safety indicators, public health indicators, as well as outcome and patient-reported experience indicators (PROMs and PREMs).<\/p><p>Particular emphasis is placed on developing indicators aligned with the principles of Value-Based Healthcare, enabling organizations to evaluate not only processes and outputs but, above all, the actual value generated for patients and the healthcare system as a whole.<\/p><p>The Institute\u2019s approach covers the entire lifecycle of an indicator: from its design and operational definition, through data collection, quality assurance, analysis, and presentation of results, to their use for decision-making and the continuous improvement of health services.<\/p><p><em><strong>Indicative Experience<\/strong><\/em><\/p><p>The Institute has developed national and organizational frameworks of quality, safety, and effectiveness indicators for public health organizations, hospitals, and international organizations, including the Common Health Assessment Framework (CAF-H) and systems for measuring quality and
