The true success of care is reflected through the voice and experience of the patient.<\/strong><\/em><\/p>

Monitoring the quality of care can no longer be limited to \u201ctechnical\u201d indicators or the perspectives of health professionals. Modern quality strategies place the patient at the center of evaluation, considering not only the outcomes of interventions but also the experience within the care system. In this context, the Institute supports health organizations in implementing comprehensive evaluation systems based on Patient\u2011Reported Outcome Measures<\/strong> (PROMs<\/em>)<\/strong> and Patient\u2011Reported Experience Measures<\/strong> (PREMs<\/em><\/strong>).<\/p>

These systems are essential tools in the transition toward more person\u2011centered, high\u2011quality and efficient healthcare, following international practices already applied in advanced systems such as the UK\u2019s NHS and care networks in Northern Europe. In these systems, measuring therapeutic outcomes and patient experience has become an integral part of quality monitoring, alongside clinical effectiveness and safety indicators.<\/p>

What are PROMs and PREMs?<\/strong><\/em><\/p>

PROMs: What the patient reports about their own health<\/strong><\/span><\/big><\/p>

Patient\u2011Reported Outcome Measures are standardized, validated questionnaires completed by patients before and after a therapeutic intervention. They capture perceptions of functionality, quality of life, limitations in daily activities and changes resulting from medical treatment. Measurements may concern general health parameters or specific clinical areas depending on the condition (e.g., orthopedic, oncological, cardiological cases).<\/p>

PROMs provide a way to evaluate clinical effectiveness through the eyes of the patient, not only through professional assessments. They enable comparison of therapeutic outcomes across providers, time periods or population groups, strengthening accountability and clinical feedback.<\/p>

PREMs: What the patient experiences within the system<\/strong><\/span><\/big><\/p>

Unlike PROMs, Patient\u2011Reported Experience Measures focus on the care experience rather than the therapeutic outcome. They examine how the patient felt during their interaction with the health system: responsiveness, communication, clarity of information, dignity, and the care environment. PREMs are collected through questionnaires designed to objectively capture characteristics of the care process, without being confused with general \u201csatisfaction surveys.\u201d<\/p>

PREMs allow systematic identification of issues that may escape administrative oversight but significantly influence quality and organizational reputation. Research shows that patient experience correlates with clinical safety, adherence to instructions and care effectiveness.<\/p>

Introducing PROMs and PREMs in health organizations is not a \u201cnovelty for impression,\u201d but a structural reform in how quality is defined and measured. By giving patients a \u201cvoice,\u201d organizations enhance transparency, identify improvement areas not detected by traditional tools and align with European and international developments.<\/p>

Their implementation is a strong advantage during external evaluations, certification processes or national quality strategy development.<\/p>
