The Value\u2011Based Healthcare (VBHC) approach, as articulated by Michael Porter and Elizabeth Teisberg and now supported by international organizations such as the World Health Organization (WHO), the OECD and the European Commission, emphasizes the systematic measurement of outcomes that matter to patients in relation to the resources required to achieve them.<\/p><p>The Euro-Mediterranean Institute for Quality and Safety in Health Services supports health authorities, public organizations and providers in transitioning toward value\u2011based evaluation models by developing integrated frameworks for measuring clinical outcomes, patient experience and service efficiency.<\/p><p>Our approach combines indicators of quality, clinical effectiveness, safety, patient experience (PREMs), patient\u2011reported outcomes (PROMs) and economic efficiency, creating a comprehensive system for evaluating the value produced.<\/p><p>Implementing value\u2011based evaluation systems enables health organizations to better understand the real impact of their interventions and shift the focus from measuring activities to measuring outcomes.<\/p><p>This approach contributes to:<\/p><ul><li>Strengthening person\u2011centered care.<\/li><li>Improving clinical outcomes and patient experience.<\/li><li>More effective use of available resources.<\/li><li>Developing evidence\u2011informed health policies.<\/li><li>Supporting reimbursement and funding mechanisms based on value.<\/li><li>Enhancing transparency and accountability of health organizations.<\/li><\/ul><p>The Institute has experience in developing quality and effectiveness evaluation frameworks, indicator systems, outcome measurement mechanisms and tools for monitoring the
