According to WHO recent data (WHO, 2019 Health Emergency and Disaster Risk Management Framework), approximately 190 million people are directly affected each year by natural and technological emergencies, with more than 77,000 deaths worldwide due to natural disasters. The financial cost of emergencies is also staggering. Direct economic losses and damage from disasters caused by natural hazards alone in 2019 were estimated by the United Nations at $ 232 billion (UNISDR, 2019, Annual Report).

Regardless of their initial origin or cause, hazards and threats to health do not recognize national borders or respect the level of economic and technological development of each country. Health emergencies cause increased percentages of morbidity, mortality and disability and may result to extensive health crises (ECDC, 2017 Public health emergency preparedness. Core competencies for EU Member States). They can also lead to serious health systems break down, either due to facilities and infrastructure destruction or loss of health personnel or even more often, due to health services pressure and overloading and the consequent inability to meet the increased needs.

Nowadays more than ever, in the midst of the global COVID-19 pandemic with the hundreds of thousands of victims, it is evident that health crises are able even to confound countries that traditionally have had strong response mechanisms and solid foundations in terms of health systems and infrastructure. Efficient response to these emerging challenges seems to be the promotion of strategies for building adaptive and resilient health systems and the integration of health security policies into national action plans, aiming ultimately to achieve Universal Health Coverage and access to safe and effective health services.

The purpose of this basic training program is to analyze the procedure through which health services strengthen their emergency preparedness and develop their response capacities to multi- hazard and various threats to health in a timely and effective manner. Participants will gain basic knowledge in health emergency management and will be able to contribute productively to the preparation of their agency to respond to emergencies through appropriate emergency planning. The different levels of preparedness, the types of emergency response plans and various kinds of simulation exercises are indicatively some of the modules that will be developed during this programme.

TRAINING OBJECTIVES

The training program focuses on the realization of the following objectives:

To understand basic concepts in Health Emergency Management

To distinguish between different stages and levels of emergency preparedness and response in health services

To determine the prerequisites for the development of operational planning, preparedness and response to emergencies in the health sector

To analyze the Emergency Planning Processes &
