The Euro‑Mediterranean Institute for Quality and Safety in Health Services participated as the scientific lead organization in the implementation of the project “Development of the Monitoring and Evaluation Framework for the Implementation of Clinical Protocols, Guidelines and Clinical Pathways”, which is part of the establishment of the National Center for Clinical Documentation and Quality Improvement (N.C.C.D.Q.I.) of the Republic of Cyprus.

This project represents one of the most significant reforms in the field of healthcare quality in Cyprus, as it introduces for the first time a comprehensive national framework for Clinical Audits and Peer Reviews, aiming at the systematic monitoring of clinical practice, improving compliance with clinical protocols and strengthening patient safety.

Project Scope

Within the project, a complete methodological, organizational and operational framework was developed, including:

• Methodology for conducting clinical audits and peer reviews.
• Standardized tools for data collection and analysis.
• Mechanisms for evaluating the implementation of clinical protocols, guidelines and clinical pathways.
• Feedback and continuous improvement procedures.
• Training framework for health professionals and administrative staff.
• Communication strategy and engagement mechanisms for stakeholders in the health system.

In parallel, extensive mapping of existing practices was carried out, along with evaluation of international standards and adaptation of best practices to the needs of the Cypriot health system, with the aim of creating an applicable and sustainable model of quality governance.

The contribution of the Euro‑Mediterranean Institute focused on designing the implementation framework for clinical audits and peer reviews, developing and refining the audit methodology, creating evaluation tools, training involved stakeholders and establishing mechanisms for continuous improvement and accountability.

Added Value

With the completion of the project, Cyprus acquires a national infrastructure for clinical documentation, evaluation and quality improvement, aligned with European best practices and the guidelines of the World Health Organization, laying the foundation for a safer, more transparent and more effective health system.
