Health systems worldwide are gradually shifting from evaluation models focused solely on the volume of services provided toward approaches that assess the actual value generated for patients and society. The Value‑Based Healthcare (VBHC) approach, as articulated by Michael Porter and Elizabeth Teisberg and now supported by international organizations such as the World Health Organization (WHO), the OECD and the European Commission, emphasizes the systematic measurement of outcomes that matter to patients in relation to the resources required to achieve them.

The Euro-Mediterranean Institute for Quality and Safety in Health Services supports health authorities, public organizations and providers in transitioning toward value‑based evaluation models by developing integrated frameworks for measuring clinical outcomes, patient experience and service efficiency.

Our approach combines indicators of quality, clinical effectiveness, safety, patient experience (PREMs), patient‑reported outcomes (PROMs) and economic efficiency, creating a comprehensive system for evaluating the value produced.

Implementing value‑based evaluation systems enables health organizations to better understand the real impact of their interventions and shift the focus from measuring activities to measuring outcomes.
