The quality of healthcare is reflected not only in actions and processes but also in the data that describe them. In today’s environment of accountability and transparency, the reliability of statistical measurements is critically important—not only for internal management but also for legal protection and institutional evaluation of healthcare providers.

Since 2014, the European Commission has highlighted the importance of measuring, evaluating and comparing the quality of health systems across the EU as a tool for transparency and continuous improvement. As noted in the Commission’s Analytical Report (9 October 2014), such practices enable fruitful exchange of experience and knowledge and enrich health policies with evidence and reliable data.

The Institute offers specialized data validation and verification services to ensure the quality, accuracy and transparency of statistical reports related to the effectiveness and operational performance of health services.

Consulting support is provided in collaboration with administrative, technical and legal units of healthcare providers (public and private), focusing on the structure, origin and use of data in critical areas such as:

• Clinical effectiveness
• Operational performance
• Patient safety
• User satisfaction
• Performance of units / clinics / professionals

The Institute’s approach is based on internationally recognized standards for data quality assessment (ISO, Eurostat Quality Framework, ESS Code of Practice).

The validation methodology includes both statistical processing techniques and qualitative control of data collection and processing procedures. Documentation and certification reports are provided, which can be used for accountability to third parties (e.g., National Health Insurance Organization, Ministry of Health, international bodies) as well as for legal substantiation where required.

Data validation thus becomes an essential tool not only for technical adequacy but also for the strategic positioning of healthcare providers within the new landscape of evidence‑based administration and targeted quality improvement.

The Institute has experience in developing data verification frameworks, data quality assessment mechanisms and systems ensuring the reliability of statistical indicators within national and organizational quality evaluation and monitoring projects.
