Health Data Governance and Decision Support

Effective data governance is now a core pillar of clinical governance, enabling the transition from experience‑based decision‑making to decision‑making grounded in reliable data and evidence‑based results.

The quality of decisions in a health system depends directly on the quality of available data. In an environment of increasing complexity, digital transformation and accountability, effective governance of health data is a fundamental prerequisite for designing health policies, monitoring organizational performance and continuously improving the quality of services provided.

International organizations such as the World Health Organization (WHO), the OECD, the European Commission and the European Health Data Space (EHDS) recognize that the use of reliable and comparable data is a key factor in shaping evidence‑informed policies and ensuring effective governance of health systems.

The Euro-Mediterranean Institute for Quality and Safety in Health Services supports health organizations, national authorities and public health bodies in developing integrated data governance frameworks aimed at ensuring the quality, reliability, completeness and strategic use of information for clinical, administrative and policy‑making purposes.

Our approach covers the entire data lifecycle: from the design and standardization of data collection processes to verification, analysis, visualization and use of information for decision‑making. At the same time, we support the development of performance monitoring mechanisms, evaluation frameworks and systems for early identification of risks and improvement opportunities.

Indicative Experience

The Institute has significant experience in developing data governance frameworks, data verification mechanisms, indicator systems and evaluation frameworks for national organizations and health authorities, including projects delivered for O.DI.PY, EODY, the Ministry of Health of the Republic of Cyprus and the National Telemedicine Network.
