Systematic evaluation of health organizations is a fundamental prerequisite for improving quality, strengthening accountability, and supporting evidence-informed decision-making. Modern international practices are shifting from fragmented indicator monitoring toward integrated assessment frameworks that examine organizational maturity, effectiveness, quality, safety, and service sustainability.

The Euro-Mediterranean Institute develops and adapts assessment tools for health providers, public organizations, and public health authorities, leveraging international standards and best practices.

These assessment tools enable organizations to understand their maturity level, identify gaps and opportunities for improvement, and design evidence-based development interventions.

At the same time, they create a common reference framework among organizations, facilitate benchmarking, and enhance transparency and accountability.

Indicative Experience

The Institute has significant experience in designing and implementing assessment frameworks for health organizations and public bodies. Indicatively, it contributed to the development of the Common Health Assessment Framework (KPA-Y) on behalf of the Health Quality Assurance Organization (O.DI.P.Y. S.A.), which constitutes the first national quality assessment framework for hospitals, primary care structures, mental health services, and public health authorities. Additionally, it has developed self-assessment tools, mapping tools, and assessment frameworks for public health and surveillance systems in Greece and Cyprus, supporting institutions in designing evidence-based improvement interventions.
