The Euro-Mediterranean Institute for Quality and Safety in Health Services supports governmental bodies, health organizations, public and private providers, as well as international organizations in the design, development, implementation, and evaluation of reforms and strategic interventions in the health sector.
Our approach is based on the principles of evidence-informed health policy, clinical governance, risk management, patient safety, and value creation for citizens and health systems.

The Institute has experience in designing and supporting national policies, quality frameworks, surveillance systems, evaluation mechanisms, and health service transformation programs, leveraging international standards and best practices from the World Health Organization (WHO), the European Commission, the OECD, and other international bodies.
Through a systematic and evidence-informed approach, we contribute to the creation of resilient, efficient, and people-centered health systems capable of responding to current and future needs of citizens and health professionals.
Indicative Experience
The Euro-Mediterranean Institute has significant experience in designing and supporting national reforms, quality frameworks, and organizational transformation programs in the health sector, both in Greece and internationally:
Health Quality Assurance Organization (O.DI.P.Y. S.A.)
In the design and development of the Common Health Assessment Framework (KPA-Y), the first national quality assessment framework for hospitals, primary care units, mental health structures, and public health agencies. The project included the development of assessment pillars, effectiveness and quality indicators, data verification mechanisms, self-assessment tools, and an external evaluation framework.
National Public Health Organization (EODY)
In the redesign and strengthening of national infectious disease surveillance systems and public health systems, including the development of evaluation frameworks, performance indicators, governance models, data management mechanisms, and strategies to improve operational effectiveness and system interoperability.
Ministry of Health of Cyprus – National Center for Clinical Documentation and Quality Improvement (E.K.K.T.)
In the development of the national framework for monitoring and evaluating the implementation of clinical protocols, guidelines, and clinical pathways, as well as the creation of the first integrated national system for Clinical Audits and Peer Reviews for the Cypriot health system.
National Telemedicine Network (EDIT)
In the development of the implementation study for the National Telemedicine Network and the creation of the quality and standardization framework for telemedicine services. The Institute contributed to defining quality assurance specifications, establishing minimum regulatory and operational requirements, and developing national standards and protocols for teleconsultation and telecare.
