International experience has shown that patient safety does not depend solely on the existence of procedures and protocols. It requires the development of a strong safety culture in which health professionals feel safe to report incidents, discuss errors and actively participate in improving services.

According to the World Health Organization and the Global Patient Safety Action Plan 2021–2030, strengthening safety culture is one of the core pillars of modern health systems.

The Euro-Mediterranean Institute supports health organizations in measuring, evaluating and strengthening safety culture, as well as in developing organizational learning mechanisms that transform incidents and experiences into opportunities for improvement.
