Katsapi Angeliki

Ms. Angeliki Katsapi is a healthcare quality and strategy advisor with extensive international experience in healthcare accreditation, quality assurance, patient safety, clinical governance, and health system transformation. She has more than 14 years of collaboration as an international healthcare accreditation surveyor with Temos International Healthcare Accreditation GmbH (Germany) and the Emirates International Accreditation Center (EIAC, Dubai).
From 2021 to 2025, she served as an official consultant to WHO/Europe on national projects in Romania and Moldova focusing on quality of care and patient safety policies. She is also a member of the authoring team of the WHO Europe technical guidebook Quality of care indicators to support implementation of the Health Quality Fund in Romania (2024). Until May 2026, she worked as a consultant to IDIKA for the European Xt-EHR project, supporting alignment with the European Health Data Space framework, and she has also collaborated with Expertise France on the restructuring of governance arrangements for the Hellenic National Public Health Organisation and public health functions in Greece.
Since 2019, she has been the Founder and Executive Director of the Euromediterranean Institute for Quality and Safety in Healthcare, Avedis Donabedian, leading and scientifically overseeing major national and international projects in healthcare quality, digital health, public health systems, and clinical governance. These include the development of the Common Assessment Framework for the Greek health sector for ODIPY, the redesign of epidemiological surveillance processes for EODY, and the development of a clinical audit framework for the Ministry of Health of Cyprus.
She previously served as Head of Accreditation and Healthcare Director at Swiss Approval International, where she led, among other initiatives, the organisation’s accreditation by UKAS for the EN 15224 standard. Earlier in her career, she held senior positions within the Greek National Health System in strategic planning, healthcare management, health information systems development, and total quality management.
She holds a degree in Nursing from the National and Kapodistrian University of Athens and postgraduate degrees in Health Informatics and Healthcare Management. She is also an accredited surveyor and surveyor trainer for quality management systems, a trained Fraud Examiner by ACFE, and certified in Value-Based Healthcare models by The Decision Institute (The Netherlands).
